The layout looks professional and appealing. The color scheme is well-chosen and the banner graphic is attractive. The page width is also appropriate for the web. One suggestion that I do have is to add to or replace the "Part #" links at the top with more descriptive titles.

This page is very informative and well-written. The only concern I had regarding this page was the relatively large quantity of information for a web audience. It may be worthwhile to categorize the information within the page and either split it into multiple pages or insert a table of contents at the top.

One suggestion that may be worth considering is finding reputable sources that confirm some of the assertions you make on that page.
